"It would also punish the 500 youths in California who are arrested each year for bringing a weapon to school," he said. Michaux Bill aimed at gang activity (Durham, NC): A Durham lawyer filed a "Street Gang and Terrorism Prevention Act" (a.k.a. Michaux Bill) in the legislature that, according to the author and local officials, would give North Carolina its first meaningful statute for fighting gangs. Under the Bill, persons who violated the law as part of a "pattern of criminal gang activity" could be convicted of a separate felony. They could receive 10 additional years in prison, to begin at the end of any sentence imposed for the underlying offense and forfeit money and property acquired through gang activity. Also, the existence of a gang may be established "by evidence of a common name or common identifying signs, symbols, tattoos, graffiti, or attire, or other distinguishing characteristics." Lastly, recruiting people for gang membership would be considered a crime as well as threats and retaliation against anyone seeking to withdraw from a criminal street gang.

Crowd told gang activity down in Northeast (Richland County, SC): According to officials in Richland County, the rate of gang activity has decreased since October 2002, but according to a member of the Richland County Sheriff's Gang Task Force, the number of gangs in the area has increased from 24 to 27. The three newest gangs are Pretty Boy Lovers, Insane Crip Nation, and Insane Gangster Disciples. Parents, teachers, students and community residents have been instrumental in the decline in gang activity, but officials stressed that there is much work to be done. The summer months will be the real test for this community as young people have more free time, and gangs tend to add to their memberships, then bring their new allegiances to school when they return in the fall.
