Basic Training for Street Gang Investigators
Who Should Attend
This 3½-day workshop will provide basic, entry-level training to:
- Officers newly assigned to work with street gangs.
- Officers with limited experience but little formal training in street gang investigations.
- Officers from small agencies for whom street gang investigation is an assigned, but additional duty.
Training Topics
- Gangs 101—
- This unit provides basic information necessary to understand street gangs. It describes gang history and migration, gang structures, and national gang trends.
- Regional Gang Overview—
- This unit addresses gangs active in the region in which the training is held.
- Gang Intelligence—
- This unit provides instruction on the intelligence process and the role of gang investigators in the process. It also covers the use of the Internet by gangs and how it becomes a source of intelligence for law enforcement.
- Gang Suppression—
- This unit presents strategies and tactics that have been effective in suppressing gang activity. Components of developing a suppression strategy, the importance of evaluation, and the role of the community in the strategy are addressed.
- Gang Investigations—
- This unit addresses the unique nature of gang investigations and gang crime scenes. It covers the role of the gang officer as a primary investigator or in a supporting role.
- Legal Considerations—
- This unit provides discussion on case law regarding gang enforcement issues, an overview of different types of investigations and the relevance of gang membership to the investigation of gang crimes, and use of gang-specific legislation in the investigation and prosecution of gang crime.
- Resources and Programs—
- Students will learn how to utilize the community as an essential partner in gang-reduction efforts and learn about several federal and national anti-gang resources.

Advanced Gang Investigations
Who Should Attend
This three-day workshop will provide advanced gang training to:
- Street gang investigators, security threat group investigators, and intelligence analysts currently assigned to gang investigations, with 2 to 4 years of experience in gang investigations.

- This module provides an overview of the various types and uses of human and technological information and resources available to gang investigators. Topics include:

Gang Unit Supervision
Who Should Attend
This 2½-day course is intended for officers who are currently or soon to be assigned as supervisors in gang units.
Although this curriculum is designed for personnel who operate against street gangs, security threat group supervisors will be accepted on a space-available basis.
Training Topics
- Organization—
- This lesson identifies and discusses factors that should be considered when organizing a gang unit. The information included is intended to be used in the development of a new gang unit, but it can also be used to evaluate or change an existing unit’s mission or structure.
- Leadership—
- This lesson provides an overview of critical issues in gang unit leadership, to include the characteristics of effective gang unit leaders and common problems encountered by gang unit supervisors.
- Policies and Procedures—
- This lesson emphasizes the importance of establishing a consistent set of policies and procedures for a gang unit.
- Performance Measurement—
- This lesson provides an overview of the purpose and use of performance measurement practices in a gang unit.
- Personnel Issues—
- This lesson provides an overview of personnel issues faced by gang unit supervisors, including selection, training, and management of gang unit personnel.
- Intelligence Resources and Technology—
- This lesson provides an overview of gang intelligence and technological resources available for gang investigations.
- Suppression Strategies and Tactics—
- This lesson presents a number of strategies and tactics that can be used to suppress gang activity, specifically from the perspective of a supervisor.
- Logistics and Security—
- This lesson discusses the importance of the organizational placement and physical housing of law enforcement gang units.
- Multijurisdictional Approach to Gangs—
- This lesson provides an overview of the common issues involved when developing and implementing a multijurisdictional approach to regional gang problems.
